Letter from the Romanian president to parazitii?

Hi!

Im not from Romania but heard about parazitii and the violation of the freedom of speach by CNA when I was there a little while ago and so I bought the "jos cenzura" single cd...now there is a letter behind where the cd is that´s said to be from "presidente Ralu Filip" I would like to know what it says IN ENGLISH! Somebody plz translate it for me!

And do anyone know where I can find the artical that is printed on the cd?

the letter says that CNA,like Zoso said,that is the romanian FCC, just suggested to the romanian televisions and radios not to play the video Bad Joke, and it didn't banned it, what they've really done.and not only the video from Parazitii, but also the video from another romanian hip-hop band called La Familia.the letter was adressed to Parazitii, and it's the only thing I remember exactly from the letter, since I don't have the cd with me at the moment.

ok thanks mate..would apriciate a full translation Has this been a big thing in Romania or does nobody care? When did this happen? And Is "jos cenzura" a number one single? The reason Im intrested is Im doing an artical about hip-hop around the world, what political effects it can have etc..

Yeah, it's a pretty big thing over here. It's started a whole new anti-censorship campaign that a lot of important artists, tv & radio hosts and (a part of) the press are supporting. For them(parazitii) it's all good, since bad publicity is good publicity.

Regarding the litigation you have submitted to the National Council of Audiovisual under no. 2995 from 03.04.2003, we notify you with the following:

In the public session held on 08.04.2003, NCA analised the request you have filed, reasoned on article 1 and 5 from the Law of Administrative Legal Departament no. 29/1990

We will state a sum of legal definitions regarding your request and the arguments you brought to sustain it, in order to clear up the confusion you have.

The Law of Administrative Legal Departament no. 29/1990 which you invoke as rightfull base of your request applies only to to administrative notes issued by a public authority through public power. The NCA address no 1861 from 05.03.2003 you reffer to in your litigation is not an administrative note, but a simple letter addressed to the Televisions. Through this letter the Council did not order any action as you allege, but requested the Televisions to respect the legal matters regarding child protection, otherwise the actions needed to reinstate the legality would have been taken.

This letter does not represent a juridical note of any authority issued on public power basis and will not rise a juridical relation of administrative law.

According to the Law of Audiovisual no. 504/2002, the Council issues administrative notes called decisions, compliant with the stipulations of the 15th article of this law. These decisions must pass a judicial check within the administrative legal departament

The letter no. 1861/05.03.2003 you reffer to is not a NCA decision therefore cannot be the topic of the 5th article’s stipulations from the law no. 29/1000 which regulates the procedure of prior.

Given the fact that this is not a juridical note, your request to cancel the letter no. 1861/05.04.2003 is unacceptable from the law’s 29/1990 point of view

For these reasons, the Council united in the public session decided to deny the letter canceling request.

yes ellak2, do that.gianiny is the only one who can tell you all the information regarding parazitii and any other information you might need to know.if you are not from romania, you don't know, but he's the manager of parazitii, so he's the only one who knows what really happend.
